MCCGJA Organization

The Marin Chapter of the California Grand Jurors' Association is comprised of dues-paying volunteer current and past Marin County Grand Jurors interested in supporting and strengthening the Grand Jury system in Marin County and the State of California. The organization of the MCCGJA consists of the Membership, a seven member Board of Directors elected by the Membership annually and Committees established by the Membership to carry out the purposes of the Chapter.
The principles governing our organization are set forth in the Chapter's Bylaws, available by clicking here.

Brief introductions to the Board members are presented below.

Catherine McKown

President: Catherine McKown

My focus this coming year is to strengthen our chapter, building on the past. Last year, the goal was to revitalize the chapter and increase member involvement. We increased member involvement and accomplished a great deal, including a focus on jury recruitment (we set a record!) and social activities (a highlight was our 10th Anniversary as a chapter) as well as a major revision of the training manual. We want to keep up these efforts, expand involvement, and have all committees up and running.

Bernie Bolger

Vice President: Bernie Bolger

I would like to support and assist MCCGJA efforts to monitor and encourage governmental entities in Marin to be more productive and effective in providing services to the residents of Marin.

Frank Keenan

Treasurer: Frank Keenan

Marin County Grand Juries have been  an invaluable resource in giving citizens a voice in local government.  I am excited to be a part of this association of knowledgeable former Grand Jurors that can offer education to new jurors and continue to provide a credible perspective on local issues.

Ted Freeman

Secretary: Ted Freeman

I don't have any grandiose ideas. I'll just hang in there and take notes.

Sterling Harwell

Member-at-Large: Sterling Harwell [resigned mid-term]

In my first term on the Board, I devoted my energies to enhancing the value of the chapter to our Jury and our membership, as well as leading a major enhancement to the Marin County Grand Jury Manual. This term, I hope to continue to encourage efforts to support the grand jury system through our Continuity and Public Issues Committees and to bring our Bylaws and Policies & Procedures in line with our revitalized organization.

Karin Hern

Member-at-Large: Karin Hern

In the coming year I intend to support our Grand Jury through active participation in Continuity matters and facilitation of greater public exposure of  its more recent achievements and excellence in reporting. I also intend to focus on streamlining and updating our Association's governance documents (Bylaws and Policies and Procedures).

Trish Hibben

Member-at-Large: Trish Hibben

I hope to work with other directors and members to help revitalize the Grand Jury Association by making it more relevant and supportive of Grand Jury goals and objectives. There are many things we as an organization can accomplish that the sitting Grand Jury cannot. Some of these include pointing out mistakes the press may have made in citing Grand Jury reports, keeping the public spotlight on vital issues that past juries have covered, and publicizing accomplishments that past Grand Juries have achieved.
